I'd heard about this but only managed to make it up there yesterday for a quick look. This is the corner of a block of flats on Great George Street, the road that runs out of town below the Anglican Cathedral. It's also the route that many take when they can't be bothered waiting for a cab at the Chinatown rank and may have come across this whilst not exactly sober. Which can only add to the weirdness.
